How to download apps when card is declined

I tried to download an app and the told me that they have locked my account for security reasons. Therefore my brother followed the steps and they didn't send him an email. Now I just want to make my own without a credit card. I went to the app store settings. But you have to fill out the credit card section and I don't have one. I want to make one that works. Provide me with valuable info that will actually work.
